4.15.15 Health Science Center at UT Tyler Non-Employee Staff
A. Purpose
To establish a process by which non-employee staff are allowed to provide services at the Health Science Center at the University of Texas at Tyler (UTT) as allowed by state and federal regulations and University of Texas at Tyler guidelines.
B. Persons Affected
All Non-Employees and/or employees of contract physicians or organizations hired with or without credentialing privileges with HSC at UT Tyler.

D. Policy
- Specifications: Non-employed staff must adhere to standards similar to that of employed individuals, including, but not limited to:
- Completion of non-employee packet as applicable to their role with the UTT;
- Proof of tuberculosis (TB), flu immunization and/or fit testing if applicable to their role in service;
- Satisfactory completion of a background and reference check, completion of Police Department's Exhibit A form;
- Documented understanding of UTT policies and procedures as applicable to their role of service, including, but not limited to (at time of initial relationship):
- Health Insurance Portability and Accountability Act (HIPAA), Social Security, and privacy compliance requirements;
- Mission, Vision, Values expectations;
- Demonstration of knowledge of their role during UTT emergencies, including, but not limited to: Infection Prevention, Fire Safety, Facility, and Security Alerts via Non-Employee Orientation provided within the Non-Employee packet.
- Agreement to a scope of service or desired expectations (example: job description);
- Primary source verification of required education, licensure, certification, liability insurance coverage, if applicable:
- Primary source verifications must be in writing from the original source and confirmed by electronic source and initialed and dated by the person performing the verification;
- Documentation of required competencies, if applicable;
- Documentation of at least one (1) appraisal of performance during each annual period, if applicable;
- Mandatory training must be covered during the initial relationship and required training must also be completed annually thereafter. Department director or designee reserves the right to assign online access to required training or require attendance to live orientation, but must provide at a minimum documentation as outlined in this policy, with updated signatures annually.
- Notification:
- Human Resources must be notified of all relationships with those covered under this policy prior to the provision of services of any kind;
- Human Resources must be notified by the department overseeing any individual covered under this policy of the existence of a contractual agreement prior to the provision of services of any kind;
- The department director overseeing any individual covered under this policy will be responsible for monitoring the expiration of licensure or certification and obtaining proof of updated licensure or certification. Individuals with expired certification and/or license will not be allowed to provide services of any kind until recertification/license has been documented as required by state and federal regulations.
- Oversight:
- Individuals subject to this policy must be assigned a UTT contact who will oversee their provision of service while on UTT property. The department director of the appropriate presiding department shall be responsible for ensuring compliance with this policy, in conjunction with the Office of Human Resources as appropriate;
- This policy does not constitute a contractual relationship or terms of employment;
- Individuals in violation of this policy are subject to all disciplinary action allowed by state and federal regulations, including, but not limited to:
- UTT policy and procedure;
- State, Federal and Regulatory law;
- Professional association(s);
- Discontinuance of professional relationship with the UTT.
- Non-employee staff packet may be obtained from the Office of Human Resources.
