4.1.5 Authority to Obligate Institutional Funds
A. Purpose
To identify persons authorized to obligate funds on behalf of the University.

All University of Texas Health Science Center at Tyler (the "University") employees.

D. Policy
The Board of Regents delegates to the President of an institution authority to execute and deliver on behalf of the Board contracts and agreements of any kind or nature, including without limitation licenses issued to an institution.
Contracts and Agreements
The Board of Regents delegates to the President of an institution authority to execute and deliver on behalf of the Board contracts and agreements of any kind or nature, including without limitation licenses issued to an institution. The President, as primary delegate, may further delegate his or her delegated authority to a secondary delegate unless otherwise specified in Regents' Rule 10501. A secondary delegate of the primary delegate may not further delegate such authority.
Purchase Orders
The President, as primary delegate, may delegate authority to execute and deliver purchase orders for routine purchases of equipment, supplies, goods, and services.
