2.2.1 Strategic Planning and Assessment

A. Purpose

To define the process by which institutional and strategic planning occurs to ensure that the development, management, and operation of the University is solidly based on ongoing, comprehensive, integrated, research-based planning and evaluation processes that result in continuous improvement and demonstrate that the University is effective in accomplishing its mission.

B. Persons Affected

This policy applies to all institutional units at The University of Texas at Tyler.

C. Policy

  1. Strategic Plan
    1. Guided by its mission, vision, and values, UT Tyler will develop a strategic plan on an ongoing cycle approved by the Strategic Planning Committee.
  2. Office of Strategic Planning
    1. Purpose & Responsibilities: The Office of Strategic Planning serves as the single point of contact for all institutional strategic planning within the University and is responsible for developing the University's strategic plan. The Office of Strategic Planning is responsible for developing and implementing strategies and rationale that support UT Tyler’s mission, goals and initiatives, and UT Tyler’s capacity to provide evidence of progress.  
    2. Reporting: The Office of Strategic Planning will report regularly to the Strategic Planning Committee on progress toward accomplishing the strategic plan. In addition, the Office of Strategic Planning will provide to the Strategic Planning Committee and the President a copy of any report published as a result of strategic planning efforts. The Office of Strategic Planning will regularly update the Institutional Effectiveness Advisory Committee on progress toward implementing the strategic plan.
  3. Strategic Planning Committee
    1. The President shall appoint a Strategic Planning Committee, chaired by the Vice President of Strategic Planning, charged with overseeing the development and implementation of the institution’s strategic plan and evaluating and reviewing progress toward achieving the outcomes contained within. 
  4. Institutional Effectiveness Advisory Committee
    1. A component of the UT Tyler Office of Assessment and Institutional Effectiveness, the Institutional Effectiveness Advisory Committee reviews progress toward initiatives supporting each strategic plan priority. 

D. Definitions

Institutional units. Includes the divisions, colleges, academic departments or programs, and administrative and academic support departments or offices.. 

E. Review

This policy shall be reviewed every five years by the President in consultation with the Vice Presidents.
