5.12.2 Student Health Insurance Requirement

A. Purpose

The purpose of this policy is to establish guidelines regarding student health insurance requirements for domestic students enrolled in a medical academic program. This policy will not go into effect until Fall 2024.

B. Persons Affected

This policy applies to all domestic students enrolled in a patient care academic program.  This includes but is not limited to students in programs that require a clinical placement or experiential courses with direct patient contact.  This does not apply to international students as determined by the Office of International Programs. 

C. Definitions

Health Insurance is coverage provided through a Patient Protection and the Affordable Care Act compliant individual or employer health plan that meets the minimum federal requirements.

Direct Patient Contact means providing a patient with treatment, observation, comfort, direct assistance, bedside evaluations, office evaluations, and any other action that involves or allows direct physical contact with the patient.

D. Policy and Procedures

 
  1. This Policy is adopted pursuant to and in compliance with: (1) Texas Education Code Section 51.952; (2) University of Texas System Regents’ Rule 50402; and (3) University of Texas System Policy 194. Pursuant to these, the President, conditioned upon review and approval of the Executive Vice Chancellor, has the authority to develop a policy to determine which portions of programs students are required to have health insurance.
  2. A student is required to have health insurance each academic session in which a student will have direct patient contact..
  3. Each academic sessions wherein a student is required to have health insurance, the student will also be enrolled in the Health Care Coverage offered through the UT SHIP Plan unless the student has been granted an institutional waiver by result of providing a copy of their personal health insurance that meets the requirements.
  4. The dean of each college or school containing an academic program that requires patient care, clinical placement and/or experiential courses in which a student may have direct patient contact shall develop a process to ensure appropriate students acquire insurance and are granted waivers in accordance with this policy.

E. Responsibilities

The Provost and Executive Vice President for Academic Affairs and the Executive Vice President Health Affairs & Vice Provost are responsible for this policy.

F. Review

This policy shall be reviewed every five years or sooner, if necessary, by the following stakeholders:

Executive Vice President Health Affairs & Vice Provost
